There is another category most municipal buyers dont realise exists: SANS-Spec hot mix asphalt, manufactured to road construction standards, then bagged for cold application.

Bagged pothole repair products fall into two engineering categories — they look similar in the bag, but perform very differently in the road. Most bagged products are emulsion-based cold mix, designed for ease of bagging. Superpatch is plant-grade hot-mix asphalt, manufactured to SANS 3001 and COLTO 1998, then bagged for cold application.
